The government inquiry warned that existing EU production capacity may fail to meet future climate-driven fuel mandates, increasing reliance on imports and exposing industries to price volatility and geopolitical risks. The proposed roadmap includes green credit guarantees, public risk-sharing mechanisms, and production support to accelerate investments in sustainable fuels.
