The European Union is preparing to grant additional free CO2 permits to industries under its carbon market system, aiming to reduce financial pressure on manufacturers. The proposal could save companies nearly $4.7 billion in carbon compliance costs between 2026 and 2030. Officials say the move is designed to balance climate targets with industrial competitiveness across Europe.
Under the proposed changes, the EU would include indirect emissions, such as electricity-related pollution, when calculating free permit allocations. Heavy industries including steel, cement, and chemicals are expected to benefit the most as they face rising energy and carbon expenses. Brussels believes the measure can support economic stability while keeping long-term decarbonization goals intact.
