The European Commission has adopted the world’s first voluntary certification methodologies for permanent carbon removals under its Carbon Removals and Carbon Farming Regulation, aiming to bring clarity and credibility to emerging carbon markets. The framework defines verified removal units, permanence criteria and risk management rules for technologies such as direct air capture with storage (DACCS), bioenergy with carbon capture and storage (BioCCS) and biochar, helping address fragmentation in voluntary markets and boost investor confidence.
By anchoring projects within transparent and science-based standards, the EU aims to attract private finance and position itself as a global benchmark setter, while maintaining flexibility for corporate buyers and project developers. The methodologies will now be reviewed by the European Parliament and Council before entering into force, with additional standards for carbon farming and carbon storage in products expected later, potentially opening new opportunities for farmers and bio-based industries.
